Football fans are now excited for the 2009 NFL Draft. In a few days, we'll get to see the 2009 NFL Draft Grades of our favorite football teams as the 2009 NFL Draft will happen in Radio City Music Hall, New York.
The 2009 NFL Draft will have two rounds on the first day April 25, and five rounds on the second day April 26. You can watch the 2009 NFL Draft live results over at the NFL Network and ESPN. For this year, the Detroit Lions will have first selection after making NFL history as the first team to finish a season at 0-16.

Punjab Pay Commission report in next fiscal year: FM
Chandigarh, Mar 4 (UNI) The fifth Punjab Pay Commission report for state government employees will be finalised before the end of the next financial year.
" The report will definately be ready in the next fiscal year", Finance Minister Manpreet Singh Badal told the state Vidhan Sabha here today.
Replying to a question by Ajit Singh Mofar (Cong), the Finance Minister told the House that the report would be given final shape only after studying the Central Pay Commission which would also be ready in the next fiscal year. " It is customary that the state report be prepared after going into the details of the central report", he said while again assuring the members that it would be ready in 2008-09.
Mr Badal told the House that the notification of the Fifth Pay Commission was issued in December 2006 and its terms of reference had now been issued by the Governor. The four member Pay Commission is head by retired IAS office S K Tuteja.
Refering to the terms of references, the Minister said that it would examine the principles and the date of effect thereof that should govern the structure of pay, allowances and other facilities/benefits, whether in cash or in kind, to all categories of employees. However the employees whose scales of pay have been determined on the recommendations of the University Grants Commission will not be considered by the Commission.
The Commission would suggest ways and means through which services in the State Government departments can be developed as professionalised, citizen-oriented and citizen-friendly with efficiency and efficacy in goverance through use of modern information and communication technologies. While making such suggestions, special emphasis would be on improving the delivery of public services to the people, restructuring or re-engineering the Government business process and promoting service deliveries in the Public Sector-Private Sector-Paternership mode.

Congress sideshows could damage prospects in Karnataka
Bangalore, April 17 The Congress campaign in Karnataka has been overshadowed by niggling sideshows that could dampen the party’s efforts to regain the ground yielded to the Bharatiya Janata Party (BJP) in the last parliamentary polls.
The Congress is for the first time facing the Lok Sabha polls in Karnataka with the BJP in power in the state. It is banking on party president Sonia Gandhi and general secretary Rahul Gandhi to help reverse its fortunes as its Karnataka unit does not have any leader with an all-state appeal.
From winning an overwhelming number of the 28 seats in the state for years, the Congress decline began in 1996 when the Janata Dal shocked the party by bagging 16 seats.
The Congress fought back to win 18 seats in 1999 but lost out to the BJP in 2004 by getting just eight seats. The BJP won 18 and the Janata Dal-Secular two.
A major row, pushing the Congress campaign to the background, is on about who should head the party in the state assembly. Former state Congress president Mallikarjun Kharge was the party’s legislative wing leader and leader of the opposition in the assembly.
He was asked to resign as former deputy chief minister Siddaramaiah, who crossed over to the Congress after a bitter feud with Janata Dal-Secular (JD-S) president and former prime minister H.D. Deve Gowda, is keen on being rewarded with a top post in the state unit for joining the party.
Siddaramaiah is an influential backward class leader. He belongs to the ‘Kuruba’ (shepherd) community which is spread all over Karnataka.
Kharge has also been forced to contest the Lok Sabha from his home district Gulbarga which is reserved for the Scheduled Castes. Though Kharge resigned over the weekend, Siddaramaiah has not been appointed.
Congress sources say Siddaramaiah has been told that he will get the post vacated by Kharge only if the party puts up a good performance in the polls on April 23 and 30.
The Congress has also sought to douse any dissatisfaction among Scheduled Caste voters by appointing another party leader from the community, G. Parameshwar, as its campaign committee head.
Voting in 17 constituencies takes place April 23 and for the remaining 11 seats April 30.
The other sideshow is the only two women Congress candidates in the battle, Margaret Alva and Tejaswini Gowda, have been left to fend for themselves.
Alva, sacked as general secretary over her serious charges of party ticket being sold during the 2008 assembly polls in Karnataka, has been fielded from the Uttara Kannada constituency.
State Congress president R.V. Deshpande, who hails from the constituency, was keen on his son Prashant getting the party ticket. He has not so far campaigned in Uttara Kannada, and Alva has been sarcastic about it. “He has to look after 28 constituencies,” she has said.
Alva, who had lost the last Lok Sabha elections, is pitted against BJP Lok Sabha member Ananth Kumar Hegde.
Tejaswini Gowda was remominated to contest from Bangalore Rural in the face of stiff resistance by her mentor and state unit working president D.K. Shivakumar. Like Alva, she has been campaigning on her own.
She faces a formidable opponent in former chief minister and JD-S state president H.D. Kumaraswamy, the son of Deve Gowda.
A minor sideshow is about the Congress media cell head and former chief minister M. Veerappa Moily, the nominee from Chikkaballapur in south Karnataka. Moily hails from coastal Karnataka and is fighting off the tag of an outsider.
Former chief minister and former Maharashtra governor S.M. Krishna, who belongs to the influential Vokkaliga community dominant in southern Karnataka, Monday ended weeks of speculation about his non-participation in the party campaign.
In spite of his denials, speculation was rife that he was keen to contest from Bangalore South to take on BJP general secretary and four-time winner H.N. Ananth Kumar. The party chose its youth wing president and US-educated Krishna Byregowda - Rahul Gandhi’s choice - to face Ananth Kumar.
Krishna, popular as the ‘urban face’ of the Congress, campaigned Monday for another Congress veteran and former railway minister C.K. Jaffer Sharief in the Bangalore North constituency. On Tuesday, he sought votes for Byregowda in Bangalore South.

Security tightened ahead of first phase of elections
With the Election Commission identifying the twenty-three thousand villages that would go to polls for the first phase of Lok Sabha elections on Thursday as "vulnerable", the onus is now on the central and state governments to ensure peaceful elections.
A total of 1,715 candidates, including 122 women, are contesting for the 124 seats, where over nine lakh officials have been deployed across 1.85 lakh polling stations.
Deputy Election Commissioner R. Balakrishnan has assured to deploy Central paramilitary forces along with state security forces at the polling booths.
The government has also ordered for a stringent check on the state borders to prevent movement of criminals and liquor.
The elections are expected to be conducted in a much better manner this time as photo electoral rolls will be used in almost all the constituencies going to the polls in the first phase. These photo electoral rolls would help in preventing bogus voting and easy identification of voters.
Also, this time the voting would happen post delimitation where the outlines of several constituencies have been redefined.
Campaigning for 124 constituencies in 17 states and Union Territories for the first phase of elections ended on Tuesday. The stage is now set for the voters to elect members to the 15th Lok Sabha.
While all the 20 seats in Kerala, two in Meghalaya and 11 in Chhattisgarh would go to polls in a single phase on Thursday, polling will be held in 13 out of 40 seats in Bihar, 16 out of 80 in Uttar Pradesh, Maharashtra 13 (48), Andhra Pradesh 22 (42), six in Jharkhand, Orissa 10 (21), Assam 3 (14), Arunachal Pradesh 2 (2), Manipur 1 (2) and Jammu and Kashmir 1 (6).
Elections for the lone seats in Andaman and Nicobar islands, Lakshadweep, Mizoram and Nagaland would also be held.
Assembly elections in Andhra Pradesh and Orissa will also be held simultaneously on Thursday.
The prominent leaders contesting in the first phase include Rashtriya Janata Dal''s Lalu Prasad Yadav, Telangana Rashtra Samiti''s K Chandrasekhar Rao, former Union Minister B Dattatreya, Bharatiya Janata Party''s Murli Manohar Joshi, Congress leader Renuka Chowdhury, NTR''s daughter D Purandeswari and actress Vijayasanthi.
The 15th Lok Sabha elections will take place in five phases on April 16, 22, 23, 30 and May 7 and 13 throughout the country.
The five phased polls will be held in Jammu and Kashmir and Uttar Pradesh while Bihar will have four-phased elections.
Maharashtra and West Bengal will witness three phased polls while Andhra Pradesh, Assam, Manipur, Jharkhand, Karnataka, Madhya Pradesh, Orissa and Punjab will have elections in two phases.
Remaining 15 states and seven union territories will have one-day polling.
The counting of votes will take place on May 16.
The 543-member House will be constituted before June 2. (ANI)

A total of 124 constituencies spread over 15 states & 2 Union Territories will go to the polls with a total electorate of 14.31 crores.
The fate of RJD’s Lalu Prasad, BJP’s Murli Manohar Joshi and TRS chief K Chandrasekhar Rao will be decided on Thursday in the polling for the first phase of Lok Sabha elections that was marked by bitter exchanges between petulant politicians.
A total of 124 constituencies spread over 15 states and two Union Territories will go to the polls with a total electorate of 14.31 crores. The polling would be held from 07:00am to 05:00pm in most constituencies and in naxal-infested areas.
Prominent among those seeking election to the lower house of Parliament in the first phase are Congress’ Renuka Chowdhury and Shashi Tharoor, actress Vijayasanthi, NTR’s daughter D Purandeswari and former union minister B Dattatreya.
While all 20 seats in Kerala, 11 in Chhattisgarh and two in Meghalaya would go to polls in a single phase on Thursday, polling would be held in 13 out of 40 seats in Bihar, 16 out of 80 in Uttar Pradesh, Maharashtra 13 out of 48, Andhra Pradesh 22 out of 42, Jharkhand 6 out of 14, Orissa 10 out of 21, Assam 3 out of 14, Arunachal Pradesh 2 out of 2, Manipur 1 out of 2 and Jammu and Kashmir 1 out of 6.
The lone seats in Andaman and Nicobar Islands, Lakshadweep, Mizoram and Nagaland would also be covered.
Voters casting their vote in the first phase will have to wait for more than a month for the results as counting will be taken up only on 16 May.
Elections are also simultaneously being held to 154 assembly constituencies in Andhra Pradesh and 70 assembly seats in Orissa in the first phase.
A total of 1,715 candidates, including 122 women, are seeking elections to the Lok Sabha. The polling would be held across 1.85 lakh election stations. As has become customary, voters would be exercising their franchise through electronic voting machines (EVMs).
The campaigning for the first phase of the polls, which ended on Tuesday, was mostly peaceful but verbally violent. with politicians making personal attacks. The highlight remains Prime Minister Manmohan Singh’s retort to the repeated attacks by his BJP rival L K Advani, who had called him the “weakest”, and Varun Gandhi’s alleged hate-speech in the Lok Sabha constituency of Pilibhit.
Varun has since given an undertaking to the Supreme Court that he would not make any speeches that incite communal passions.
The Supreme Court will be hearing the matter on Thursday when parts of the country would already be voting to decide who would go to Lok Sabha.

New Delhi, April 15, Millions will start voting across India beginning Thursday in staggered parliamentary elections that is expected to lead to a verdict more splintered than five years ago.
With no single issue dominating the five-phase elections that ends May 13, political pundits say that a complex set of factors involving states and individuals will determine who finishes on top of a hung 545-member Lok Sabha, parliament’s house of the people.

About 143 million of India’s 714 million voters - of a population of 1.2 billion - will be eligible to exercise their franchise in the first round of polling to pick MPs in 124 Lok Sabha constituencies spread across 15 states and two union territories.
A total of 1,715 candidates are in the fray. Tens of thousands of security personnel and Election Commission staff will oversee the world’s largest democratic exercise - the 15th since the first general election in 1952.
Also Thursday, voters in parts of Orissa and Andhra Pradesh will vote to elect a new state assembly.
By the time campaigning for the first phase ended Tuesday evening, the desperation for votes had given way to acerbic exchanges involving even the usually soft-spoken Prime Minister Manmohan Singh as well as L.K. Advani, the prime ministerial candidate of the Bharatiya Janata Party (BJP).
Two BJP candidates were also jailed for giving hate speeches - one in Uttar Pradesh and the other in Orissa.
The battle for India involves the ruling Congress and its allies in the fractured United Progressive Alliance (UPA), the BJP and its depleted National Democratic Alliance (NDA) and others ranging from the Communists to regional forces big and small, each party determined to prove its might.
Everyone agrees for the first time that there will be no clear winner, and that a hung parliament is bound to lead to fresh realignment of players.
“This is one of the most bitterly contested elections I can remember,” a Congress strategist told IANS, adding on the condition of anonymity that he doubted if his own party could grab more than 150 seats.
Even if that were to happen, the tally would be about 120 short of a majority in the Lok Sabha necessary to stake claim to power.
Unlike in 2004, when a stunning Congress victory over the BJP influenced several parties including the Communists to prop up the former, that may not happen this time - at least easily.
Many Congress allies have branched away, weakening the alliance it headed for the past five years.
The BJP hopes to take advantage of the cracks in the Congress camp but it too has lost a key ally, Biju Janata Dal (BJD) of Orissa. Its image as a votary of Hindutva could hit its prospects of government formation unless it finishes as a numerically dominant numero uno.
The Communists and its regional allies claim their “Third Front” would play a crucial role post elections. And three disgruntled Congress allies — Rashtriya Janata Dal (RJD), Lok Janshakti Party (LJP) and Samajwadi Party - have come together for what is being dubbed the “Fourth Front”, though they insist they remain part of the ruling UPA.
Then there is the Bahujan Samaj Party (BSP) of Uttar Pradesh Chief Minister Mayawati. It is contesting almost all the Lok Sabha seats and it has the potential to throw up surprises.
Good governance and economic stability are the key issues dominating the minds of voters, who range from the poor and dispossessed of the far-flung villages and urban slums as well as the middle class that is becoming increasingly assertive and seeks from the elected a better quality of life and opportunities.
A political activist who has done extensive field surveys said that contrary to what was understood in urban India, caste equations would play a key role in deciding winners in rural and semi-urban constituencies.
No single party has won a majority in any Lok Sabha election since 1984. The Congress took power on its own in 1991 but without a majority. Since then only coalitions have ruled India

Election campaigning in Kerala ends on a violent note
KOTTAYAM - Skirmishes of political rivalry between supporters of the Communist Party of India-Marxist (CPI-M) and the Bharatiya Janata Party (BJP) marked the end of electioneering at Kottayam in Kerala on Tuesday.
Narayanan Namboothiri, a candidate of the BJP, was injured in a stone-pelting incident after his party workers clashed with CPI (M) workers at a formal function.
Trouble broke out after supporters of rival fronts came out in large numbers with party flags and began shouting slogans to impress the voters.
The police had to baton charge to disperse the agitated crowd.
A few vehicles were attacked by the violent crowd, breaking the wind shields and window panes.
Kerala goes to the polls on Thursday for the 20 Lok Sabha seats contested by 217 candidates.
The main battle in the State is between the opposition Congress-led United Democratic Front (UDF) and the ruling CPI (M)-led Left Democratic Front (LDF).
Ahead of the elections, heated exchanges between political parties have almost touched the top gear, particularly in the course of canvassing and at election rallies.
The main battle in the ensuing elections will be between the Congress party-led UPA and the BJP-led NDA.
The communists and other regional parties have joined hands to set up a separate bloc named the Third Front to take on the two national coalitions. (ANI)

Following is a part of the text of the BJP Manifesto for the 15th Lok Sabha Elections. In this sixth part, the BJP talks about the various schemes for the welfare of the people living in poverty in India and in general about Food Security. Here is what all the BJP has to say regarding that:
The BJP views food security as integral to national security. The spectre of a looming food crisis haunts the developing world as never before. With the agriculture sector suffering on account of the Congress’ gross negligence, India faces a real threat of food scarcity. With India becoming a net importer of food under Congress rule, there is genuine concern about food security. Three factors have contributed to increasing food scarcity and the resultant sense of growing insecurity among the masses. First, the real income of workers and farmers has not kept pace with the rising cost of food, thus reducing their purchasing power. Second, the public distribution system has been severely crippled by the Congress-led Government which has been more interested in importing food grains and selling them at a high price than in securing the needs of the people. Third, with an additional 55 million people pushed below the poverty line over the last five years, there is widespread malnourishment. The economic recession has only worsened the situation and made it grimmer, especially for workers in the unorganised sector.
The BJP believes people have the right to food. To ensure food security for all and eliminate hunger, we will:
1. Provide 35 kg of rice or wheat every month to BPL families at Rs 2 per kg under an improved and expanded Antyodaya Anna Yojana. This will be available against ‘Food Coupons’ redeemable at both PDS and private outlets.
2. Allocate more funds for expanding, universalising and improving the functioning of the Public Distribution System.
3. Preventing families from slipping below the poverty line.
4. Setting up community kitchens in extremely impoverished areas with the help of NGOs through shared funding.
5. Aggressively addressing the problem of widespread malnutrition, especially by expanding the scope of the existing mid-day meal scheme.
6. Encouraging the production of cereals and discouraging the conversion of fertile farm land for dubious industrial projects.
7. Ensuring a sufficient level of food stocks are maintained to meet any exigencies due to possible global food crisis which could be severely debilitating and make imports prohibitively expensive, if not impossible.

The Role of Mobile Technology in the 2009 Indian Lok Sabha Elections
The world’s largest democracy, India, goes to election starting April 16, 2009. The month long general elections to the 15th Lok Sabha will be held in five phases on April 16, April 22/ 23, April 30, May 7 and May 13, and the results will be announced on May 16.
As India’s 714 million voters prepare to elect their 543 representatives, they are witness to a range of digital initiatives from political parties, civil society organizations, media houses and even corporates. As a result, some observers are calling it India’s first digital elections.
Leading from the front is 82 year old Lal Krishna Advani, the prime ministerial candidate of the right wing Hindu nationalist Bharatiya Janata Party, who has embarked on a Obama style new media campaign. Part of the campaign are a blog, a blogger outreach program, one of the most aggressive online ad campaigns ever seen in India, and an aggressive SMS campaign that will reach 250 million of India’s 400 million mobile subscribers. Rajesh Jain’s Netcore Solutions, which is running the SMS campaign for BJP, has bought an inventory of 1 billion SMSes for the campaign.
